Ballot Title
Initiative Measure No. 864 concerns property tax levies. This measure would reduce regular property tax levies otherwise allowed to counties, cities and other local taxing districts, by 25% beginning in 2005. Voter-approved levies, including local school levies, would be excluded.

Ballot Measure Summary
This measure would reduce the regular property tax levy for each local taxing district (county, city, town, or any special purpose district with authority to impose a regular property tax) by 25.0% of the levy amount that would otherwise be allowed under existing law. The reduction would be effective for taxes levied for collection in 2005. This reduction would not apply to voter-approved levies, such as school or emergency medical levies, or authorized levy-lid lifts

Initiative Measure No. 892 concerns authorizing additional “electronic scratch ticket machines” to reduce property taxes. This measure would authorize licensed non-tribal gambling establishments to operate the same type and number of machines as tribal governments, with a portion of tax revenue generated used to reduce state property taxes.

Ballot Measure Summary
This measure would authorize licensed gambling establishments (charities, restaurants, taverns, bowling alleys, horse racing facilities, and card rooms) to operate “electronic scratch ticket machines” of the same type, and in the same total number, as authorized in state-tribal gaming compacts. Each licensee would keep 65% of the net win. Of the remaining amount, the state would cover administrative expenses, use 1% to address problem gambling, and use the remainder to reduce the state property tax.
